ПОДРОБНОЕ ОПИСАНИЕ

The USAID/Armenia Public Finance Management (PFM) Activity is soliciting proposals from interested parties to implement technical assistance within its Scope of Work. The PFM Activity expects issue one (1) firm fixed price subcontract for technical and professional services related to "strategic communications support for the Ministry of Labor and Social Affairs and the National Assembly's Standing Committee on Financial-Credit and Budgetary Affairs and the Budget Office." IBI reserves the right to issue a single or multiple awards to offerors under this solicitation. IBI also reserves the right to issue no awards.
ТРЕБОВАНИЯ
: 
To be eligible for this procurement, the Offeror shall meet the following requirements:
- Be a legal entity (company or non-governmental organization); is not controlled by a government, including any organization funded or owned by the state but otherwise functions as a private sector enterprise;
- Have or be able to obtain via SAM.gov a Unique Entity Identifier (UEI) number before the beginning of the contract1;
- Be financially stable and have adequate financial resources (or the ability to obtain such resources) as necessary during the performance of the contract;
- Have the necessary management systems and ability to meet required management standards, including the processes and systems necessary to meet the reporting requirements and data security and protocols to ensure the quality of information and its management and dissemination;
- Must not have active exclusion in the SAM (
http://www.sam.gov) or on a UN prohibited parties list;
- Must not appear on the U.S. Treasury's List of Specially Designated Nationals (SDN) and Blocked Persons for the Office of Foreign Assets Control (OFAC);
- Must not be on the United Nations Security Council (
https://www.un.org/securitycouncil/content/un-scconsolidated-list ) Consolidated List of Sanctions.
The selection process will be conducted under principles of full and open competition in accordance with IBI's policies. Award(s) will be made to the responsible offeror(s) whose offer represents the best value to the buyer against stated evaluation criteria. Questions regarding this solicitation will be reviewed on a rolling basis, and proposals will be evaluated following the submission deadline.

The United States Agency for International Development’s (USAID) Public Finance Management (PFM) Activity is a three-year activity designed to support the Government of Armenia (GOAM) in its goal of improving its budgeting process, including budget planning, execution, and oversight. This three-year project was awarded to International Business Initiatives (IBI) and commenced on August 29th, 2022. The Activity works with the Ministry of Labor and Social Affairs (MOLSA) and the National Assembly (the Standing Committee on Financial, Credit and Budget Issues and the Budget Office) to improve the systems and ensure the budgeting process is more transparent, effective and leads to improved programmatic results and better services for Armenian people.
